Key Facts Project Network "Places of Police History

Central concerns of the project

The research project Network "Places of Police History" is an external project funded by the Ministry of the Interior of the State of North Rhine-Westphalia. The project started in September 2020 and is expected to be completed in August 2023.

  1. Creation of a virtual map or a network of places of police history and its public presentation.
An interactive presentation on the homepage of the HSPV or the IGE is planned. On a map with corresponding buttons for linking to texts, documents, photos, etc., systematically prepared or newly created information on individual locations is to be made accessible. The target groups for this are, in particular, commissioner trainees and young police officers from NRW. In addition, the map should also be publicly accessible to other interested parties.

  2. Development and application of criteria for assessing the relevance and suitability of the sites.
The places listed so far by the IM represent only a preliminary selection. Overall, the research group of the IGE has the task to develop general criteria that decide which (additional) places are included in the virtual network or on the virtual map. The criteria should be transparent and universally applicable. At the same time, the different orientation, size dimensions, concepts, etc. of the different facilities should be taken into account. An indispensable criterion is the possibility to visit the concrete places with groups. Besides the development of the criteria, the research task also includes the concrete application of these criteria to places listed so far or to places that still need to be added. For this purpose it will be necessary to visit most of the places personally and to check their suitability on the spot. After consultation with the IM, the examination of the suitability is not necessary for the larger and scientifically established institutions, but these are also to be scientifically processed with regard to their concepts as well as content-related contributions.

  3. Development of didactic concepts for target group-specific use.
For different target groups (students of the HSPV, police officers in general, school classes, other interested parties) specific didactic concepts of use are to be developed. These are to be applied primarily in the context of the excursion to the places of remembrance, but if necessary also already in the context of online access to the virtual map. The concepts are to be coordinated with the local sponsors of the institutions or places of remembrance and adapted to the respective possibilities (for example, with regard to a full-time or voluntary structure).

  4. Holding two high-profile events with Minister Reul.
The publicity effect of the project is also to be supported by the fact that about halfway through and at the end of the project a larger event is to take place with the Ministry of the Interior. The target groups for this are not only our students but also the practical partners of the police as well as the interested public. The content and organizational structure of the event are still to be determined in more detail by the research team.

  5. Permanent establishment of a network structure of local responsible persons.
In addition to the virtual network on the homepage, a real network of people at the respective study sites of the HSPV is to be formed, who feel particularly responsible for the selected places of remembrance in their regional area of responsibility, and who are trained or informed accordingly. Thus, they can be contact persons for interested persons from the HSPV or from external contexts for the concrete places of remembrance.
